Budget Reform
Wisconsin needs to rethink how it conducts
its fiscal business. We need more
accountability at the state level, while
offering more flexibility at the local
level. Fiscal discipline that puts the
taxpayer first, with an eye to sound
budgeting – such as Generally Accepted
Accounting Principles (GAAP) – will build a
better state.

ACCOMPLISHMENTS
Banned the Frankenstein Veto (2007 SJR
5): Veto reform will prevent executive
power abuse and legislative skepticism to
improve budget negotiations with
tax-and-spend accountability.
Prohibiting earmarks added late with no
oversight (2007 SJR 76): Rule change
would ban earmarks added by a conference
committee that have not already been subject
to debate and disclosure in budget bills.
Shrinking structural deficit.
Compared to 2001, Wisconsin (as represented
by WisTax Oct 2007) will enter 2009 with a
$892 million structural deficit ($1.499
billion in 2007) compared to $1.719 billion
in 2001, according to the Legislative Fiscal
Bureau.
